Google for Education is not a single product. It is a five-layer technology ecosystem — hardware, device management, user productivity, AI capabilities, and centralised administration — each layer serving a distinct purpose and licensed separately.

The 5-Layer Google for Education Ecosystem
Before diving into each layer, here is the architecture at a glance:

These layers connect — but they are purchased separately and serve different purposes. A CEU does not include Workspace. Workspace does not manage your devices. AI Pro does not come with Workspace by default.
Layer 1 — Hardware: Chromebook, Chromebook Plus, Chromebox OPS, ChromeOS Flex
Google's hardware ecosystem for education includes four distinct device types.
Chromebook (Standard)
The foundational device for classrooms. Chromebooks run ChromeOS — Google's lightweight, cloud-native operating system. They boot in under 8 seconds, require no antivirus software, and update silently in the background.
Standard Chromebooks in India range from ₹15,000 to ₹25,000 depending on screen size, processor, and build quality. Entry-level models (4 GB RAM, 32 GB eMMC, 11.6-inch screen) cover core classroom tasks — Google Classroom, Docs, Sheets, Meet, and browser-based learning platforms.
Suitable for: primary and secondary school students, daily classroom use.
Chromebook Plus
Chromebook Plus is an upgraded tier launched by Google in 2023. Every Chromebook Plus device meets minimum specifications of 8 GB RAM, 128 GB storage, an AI co-processor, and a 1080p webcam.
The AI co-processor matters because it enables on-device Gemini AI features — Gemini in Google Classroom, Magic Eraser in Google Photos, and other AI tools that run locally rather than entirely in the cloud. Without the co-processor, AI features are either unavailable or significantly limited.
Suitable for: senior secondary students, teachers, higher education, vocational training where AI-assisted tools are part of the curriculum.
Chromebox OPS (Operations module)
Chromebox OPS is a compact desktop module that plugs into compatible display screens via an OPS (Open Pluggable Specification) slot. It converts a standard classroom display or smart board into a managed ChromeOS device — ideal for interactive digital boards in classrooms.
Schools deploying Chromebox OPS can manage it through the same Admin Console as student Chromebooks, using Chrome Education Upgrade. No separate management infrastructure required.
Suitable for: classroom interactive displays, teacher presentation stations, administrative workstations.
ChromeOS Flex
ChromeOS Flex is a free, installable version of ChromeOS that converts existing Windows laptops, Macs, and other Intel-based devices into ChromeOS machines. It is not hardware — it is software that replaces the existing OS.
Key point: ChromeOS Flex extends device life by 3–5 years and eliminates Windows licensing costs and antivirus overhead. Schools with a stock of aging laptops that still have serviceable hardware can use ChromeOS Flex to modernise them without capital expenditure.
ChromeOS Flex devices can be managed with Chrome Education Upgrade — the same licence used for physical Chromebooks.
Layer 2 — Chrome Education Upgrade (CEU)
Chrome Education Upgrade is a per-device, perpetual licence that unlocks Google Admin Console management for Chromebooks (and ChromeOS Flex devices).
What CEU Enables
Without CEU, a Chromebook is an unmanaged personal device. With CEU, the same Chromebook becomes a fully managed school asset:
- Device policy enforcement — restrict apps, extensions, websites
- Organisational Unit assignment — different rules for Grade 6 students vs. Grade 12 students vs. teachers
- Zero Touch Enrollment — pre-configure policies so devices auto-enroll when powered on, without IT staff touching each device
- Remote wipe — wipe a lost or stolen device remotely
- App and extension management — push, block, or whitelist Chrome extensions from the Admin Console
- Kiosk mode — lock a device to a single app or website for exams or supervised assessments
- Device reporting — see device status, last user, location (if enabled), and OS version across your entire fleet
CEU Is a Device Licence — Not a User Licence
This is the most common misconception. CEU is tied to a device, not to a person. One CEU per device. A school with 500 Chromebooks needs 500 CEU licences.
CEU does not give students or teachers any Google services (email, Docs, Classroom). That is Layer 3 — Google Workspace for Education.
CEU Is Perpetual
CEU is a one-time licence purchase. There is no annual renewal fee. The licence stays with the device for its lifetime. This makes it one of the most cost-effective investments in a school's device management infrastructure.

Layer 3 — Google Workspace for Education
Google Workspace for Education is the user-facing productivity suite. It provides every student and teacher with a school-managed Google account — including Gmail, Classroom, Drive, Docs, Meet, Forms, and Slides.

Education Fundamentals — Free
Every CBSE school, ICSE school, state board institution, and UGC-recognised college that is a non-profit entity qualifies for Education Fundamentals at no cost.
Fundamentals includes: Gmail with school domain, Google Classroom, Drive (unlimited storage pooled), Meet (up to 100 participants), Docs, Sheets, Slides, Forms, and basic Admin Console.
This is the starting point for all Indian schools.
Education Standard — Paid
Adds to Fundamentals: advanced security alerts, audit and investigation tools, enhanced Admin Console reporting, and compliance tools. Suited to schools with dedicated IT administrators who need visibility and control beyond basic policy management.
Teaching & Learning Upgrade — Paid
Adds to Fundamentals: Meet recordings saved to Drive (up to 250 participants), attendance tracking in Meet, Classroom add-ons (third-party integrations), originality reports (plagiarism checking), practise sets and interactive questions in Classroom.
Suited to schools where teacher-led online instruction is a significant part of the education model.
Education Plus — Paid
Combines Standard and Teaching & Learning Upgrade. Full feature set. Suited to schools running a comprehensive Google for Education deployment across all use cases.
Eligibility for Indian Schools
Google verifies educational institutions before granting access to Workspace for Education. Required documentation typically includes:
- Affiliation certificate (CBSE, ICSE, state board, or UGC recognition letter)
- Trust deed or registration certificate confirming non-profit status
- Domain verification (the school must own a domain — ideally a .edu.in or school.in domain)

What Devices Are Required
On-device Gemini features (those that run locally without a full cloud round-trip) require a Chromebook Plus with an AI co-processor. Standard Chromebooks can access cloud-based Gemini features through the browser, but some AI capabilities are limited or unavailable on devices without the co-processor.
AI Pro Is a Separate Licence
AI Pro is not included with any Workspace tier — including Education Plus. It is a paid per-user add-on. Schools that want Gemini and NotebookLM features for their students need to purchase AI Pro licences in addition to their Workspace edition.

What the Admin Console Controls

- Data Loss Prevention (DLP) rules — prevent sensitive data from leaving school systems
- Endpoint verification — ensure only compliant devices access school data
One Console, All Layers
The Admin Console is free — it is included with both CEU (for device management) and Google Workspace for Education (for user management). A school does not pay separately for the Admin Console.
What the Admin Console enables, however, depends on which layers the school has purchased:
- Without CEU → device management is unavailable
- Without Workspace → user account management is unavailable
- With both → full control over devices and users from a single interface
