Chrome Education Upgrade India — What CEU Is, What It Costs & Why Every School Needs It

A Chromebook without Chrome Education Upgrade is a consumer device in a school. A Chromebook with Chrome Education Upgrade is a managed school asset — enrolled, controlled, monitored, and secured from the Google Admin Console.

That difference defines Chrome Education Upgrade (CEU). It is not a user service or a productivity suite. It is a device licence that unlocks the management infrastructure your school needs to run a Chromebook programme that actually works.

This guide explains what CEU is, what it enables, how it is licensed and priced, and why purchasing Chromebooks without it is one of the most avoidable procurement mistakes in school edtech.

What Is Chrome Education Upgrade?

Chrome Education Upgrade is a per-device, perpetual management licence for Chromebooks (and ChromeOS Flex devices) sold exclusively to verified educational institutions.

When a CEU licence is applied to a device and the device is enrolled in a school's Google Admin Console, the school gains full administrative control over that device — regardless of which student or staff member is using it at any given time.

CEU is sold by Google's authorised education partners, including Cloudfy Systems. It is not available through retail channels.

Without CEU vs. With CEU — What Changes

The difference is stark. Here is a direct comparison:

CapabilityWithout CEUWith CEU
Who controls the deviceThe logged-in userThe school's Admin Console
App and extension controlUser installs anythingAdmin approves, blocks, or pushes apps
Web filteringNoneAdmin configures allowed/blocked sites
Safe browsing enforcementUser can disableEnforced by policy, cannot be disabled
Device enrollment in Admin ConsoleNot possibleAutomatic via Zero Touch Enrollment

Kiosk mode (exam lock)Not availableLockdown to one app/site per policy
Lost/stolen device managementNothing can be doneDeactivate or wipe remotely

Organisational Unit assignmentNot applicableAssign device to grade/role group
Policy inheritanceNot applicablePolicies apply by OU automatically
Zero Touch EnrollmentNot availableDevices auto-enroll out of the box
OS update managementUser can deferAdmin schedules and enforces updates

Without CEU, a school-issued Chromebook is indistinguishable from a personal device. A student can log in with a personal Gmail account, install any Chrome extension, disable safe browsing, and access any website. The school has no visibility and no control.

With CEU, the device belongs to the school administratively — even if the student is the only one who ever touches it physically.

CEU Is Not Google Workspace for Education

This distinction is critical and confuses many Indian schools when first evaluating the Google for Education ecosystem.

Chrome Education Upgrade = device licence → controls the Chromebook Google Workspace for Education = user licence → gives students and teachers Google services (Gmail, Classroom, Drive, Meet)

They do different things and are licensed independently.

  • A school can have CEU on devices without activating Workspace for Education (the devices would be managed but users would have no school Google accounts)
  • A school can have Workspace for Education without CEU (users have school accounts, but devices are unmanaged)
  • Both together → complete managed deployment

For a functioning school programme, you need both. Education Fundamentals (the free Workspace tier) handles users. CEU handles devices. The Google Admin Console connects both.

How CEU Is Licensed

Per Device, Not Per User

CEU is tied to a device, not to a person. One CEU licence per Chromebook (or ChromeOS Flex device). If your school has 200 devices, you need 200 CEU licences.

When a student graduates and no longer uses a particular Chromebook, the CEU licence stays with the device. The same licence covers the next student assigned that device. CEU does not expire when users change.

Perpetual — No Annual Renewal

CEU is a one-time purchase. Unlike SaaS subscriptions, there is no annual renewal fee for Chrome Education Upgrade. Once purchased, the licence is tied to the device for its operational lifetime.

This makes the TCO (Total Cost of Ownership) calculation simple: the CEU cost is a one-time capex item. Schools pay once and own the device management capability indefinitely.

Institutional Pricing

CEU is priced at an institutional rate for verified educational institutions in India. Volume discounts apply for larger orders. Exact pricing depends on order quantity.

Zero Touch Enrollment — Why It Matters for Large Deployments

Zero Touch Enrollment (ZTE) is one of CEU's most powerful capabilities, and it is particularly relevant for Indian schools deploying more than 50 devices at a time.

How Traditional Enrollment Works (Without ZTE)

Without ZTE, each device must be manually enrolled by an administrator:

  • Power on the Chromebook
  • Go through the initial setup screen
  • At the sign-in step, press Ctrl+Alt+E to trigger enterprise enrollment
  • Enter Admin Console credentials
  • Wait for enrollment confirmation

For 200 devices, this is 200 individual manual steps. At 5 minutes per device, that is 16 hours of IT coordinator time — just for enrollment.

How Zero Touch Enrollment Works

With ZTE, the device ships pre-configured. Cloudfy registers your Chromebook serial numbers in your school's Admin Console before dispatch. When the device is powered on for the first time and connects to any Wi-Fi network:

  • The device detects it is registered in your domain
  • It auto-enrolls in your Admin Console without any manual steps
  • Policies, apps, and Organisational Unit assignment apply automatically

An IT coordinator does not need to touch each device individually. 200 devices can be distributed directly to classrooms and enrolled automatically on first boot.

For large deployments, ZTE is not a convenience feature — it is an operational necessity.

Device Audit and Reporting Capabilities

Once CEU is active and devices are enrolled, the Admin Console provides continuous fleet visibility:

Device inventory — every enrolled device appears in the console with serial number, model, assigned user (last login), ChromeOS version, and enrollment date.

Device status — active, inactive, deprovisioned, or disabled. Lost or stolen devices can be flagged and disabled remotely.

Usage reports — device activity, last user login, time since last sync.

OS version compliance — see which devices are on the latest ChromeOS version and which are pending an update.

App and extension inventory — see which apps and extensions are installed across the fleet.

This reporting capability is particularly valuable for schools managing devices across multiple campuses or tracking a large fleet through an academic year.

CEU for ChromeOS Flex Devices

Chrome Education Upgrade covers ChromeOS Flex devices using exactly the same licence as physical Chromebooks. There is no separate "Flex CEU" — it is the same product.

A school converting 80 old Windows laptops to ChromeOS Flex needs 80 CEU licences. Those devices are then managed through Admin Console identically to a physical Chromebook fleet.

This means a school can manage a mixed fleet — some new Chromebooks, some ChromeOS Flex devices on existing hardware — from the same Admin Console with the same policies.

Kiosk Mode — Securing Devices for Exams

One CEU capability that Indian schools find immediately practical: Kiosk Mode.

Kiosk Mode locks a Chromebook to a single approved application or website. When enabled via Admin Console policy:

  • The device boots directly into the designated app
  • The student cannot exit to the browser, open other apps, or access any other functionality
  • The session ends when the admin or teacher releases the device from Kiosk Mode

Practical applications:

  • Online examination platforms — lock students to the exam portal with no access to search or other resources
  • Assessment tools — lock to a specific testing app during internal assessments
  • Supervised practice — lock a device to a single learning platform for focused sessions

Kiosk Mode is configured in Admin Console at the Organisational Unit level. No additional software is required — it is a native CEU capability.

How Cloudfy Bundles CEU With Hardware Procurement

Cloudfy's standard approach to school device procurement is to bundle CEU with every Chromebook order. This means:

  • CEU licences are purchased alongside the hardware in a single institutional PO
  • Devices are pre-registered for Zero Touch Enrollment before dispatch
  • Devices arrive at school enrolled in your Admin Console and ready to use
  • No manual enrollment work required by school IT staff

We also supply CEU licences independently for schools that have existing Chromebooks they want to bring under management, or for ChromeOS Flex conversions on existing hardware.

Pricing Model and How to Get a Quote

CEU is priced institutionally for Indian educational institutions. Key pricing characteristics:

  • Per-device, one-time cost — no annual renewal
  • Volume discounts — larger orders attract better pricing
  • Institutional PO accepted — no credit card required; schools issue a Purchase Order
  • GST-compliant invoice — we provide a proper GST invoice for institutional accounting
  • INR pricing — no foreign currency exposure

FAQ

Can we purchase Chrome Education Upgrade after buying Chromebooks?

Yes. CEU can be purchased and applied to Chromebooks at any time after the hardware purchase. The devices are enrolled in Admin Console when CEU is activated. However, any period between purchase and CEU activation is a period of unmanaged operation. Buying CEU with the hardware and enrolling devices immediately is the recommended approach.

Is Chrome Education Upgrade available for private schools in India?

Yes. CEU is available to any verified educational institution — CBSE, ICSE, state board, private, government, or college. The "Education" designation refers to the institution type, not a restriction to government schools. Cloudfy handles the institutional verification as part of the procurement process.

What happens to CEU if a Chromebook is damaged beyond repair?

If a device is permanently decommissioned (physically destroyed, unrecoverable hardware failure), the CEU licence associated with that device can be transferred to a replacement device. Google allows a limited number of licence transfers per year. Cloudfy manages this process on behalf of our school clients.

Can CEU be used to manage non-Chromebook devices (Windows laptops, iPads)?

No. Chrome Education Upgrade is exclusively for Chromebooks and ChromeOS Flex devices. Managing Windows devices requires a different MDM solution. Managing iPads requires Apple Business Manager or a compatible MDM. CEU is a ChromeOS-specific licence.

Do we need to renew CEU every year?

No. CEU is a perpetual licence. Once purchased, it does not expire and does not require annual renewal. This is one of the most significant cost advantages of Chromebook device management compared to annual subscription-based MDM solutions for Windows.
